About

Capital Decisions has a modest goal: to make projects boring again - remove the drama, remove the surprises, keep Steering Committee updated, and deliver the project on time, on budget and on scope. Boring. And perfect. Capital Decisions Inc. is managed by Gary Morrison and helps public sector and non-profit organizations launch major real estate projects. Capital Decisions implements projects - acquiring land (if needed), rezoning/subdividing land, hiring and managing architectural/engineering consultants, securing construction/term financing and hiring the construction contractor. This work can sometimes be accomplished efficiently using for-profit affiliates to implement plans and allow the non-profit/charitable owner to fully capture the true value of under-utilized land/assets. Gary has the experience and knowledge to implement projects - sometimes working as interim Executive Director or Project Director to plan and launch initiatives. Gary has extensive experience supporting executive teams, Directors of Capital Assets, and project boards/committees.

2012-2022

University of the Fraser Valley

Currently working as the interim Executive Director of UFV Properties Trust to plan and launch this new venture. Supporting all aspects the planning and development of non-core land assets. Have also supported UFV with multiple other projects including financing a new student union building. Some projects combined both for-profit and non-profit elements, all in compliance with required regulations.

2021-2022

Camosun College

Supporting the planning and launch of a new film and digital media centre. Working as development manager to hire and oversee site pre-development work and rezoning/subdivision. Also supporting transaction structure planning and procurement.

2014-2021

First Nations Health Authority

Planning, approvals, land acquisition, financing and development of a 90,000 sq.ft. office building located on Tsleil-Waututh Nation lands. Services including procuring archtiectural firm, construction contractor and variety of specilized engineering firms during due diligence phase.

2015-2020

BC Housing

A variety of projects from time to time including internal audit assessments of construction procurements and related initiatives.

2019-2020

BC Legion Veteran's Village

Supporting a small team to launch a mixed use commercial/residential tower in Surrey, BC combining both for-profit and non-profit building components including a new Legion facility.

2014-2019

Simon Fraser University

A variety of capital projects including financing a new student union building, assessing student housing options, assessment of joint venture options for a new athletic facility and similar capital initiatives.

During the credit crisis Gary was a Vice President at E&Y managing Western Canadian Real Estate matters.

1993-1999

Intrawest Corporation

Gary was the Director of Project Financing during the aggressive growth phase of Intrawest - raising over $550-million in funding for projects across North America. Gary also managed divestment of non-core assets.

2013-2021

LiveWell Cohousing Developments Ltd.

Gary manages this cohousing consulting company specializing in the development of socially sustainable custom communities.
